Youth Policy Management Strategies in Ukraine: The Role of International Partnership and Cross-Sectoral Interaction

Purpose of the work: Comprehensive study of youth policy management strategies in Ukraine through the prism of international partnerships and cross-sectoral cooperation, outlining directions for further development. The relevance is due to the fact that the current processes of state building and social recovery in Ukraine require new approaches to youth policy management, and the importance of international partnerships and the participation of the public sector, business, and educational institutions in the implementation of youth initiatives is growing. Design /Method / Research approach: The study is analytical and review-based. General scientific methods were used — analysis, synthesis, generalisation, and comparison of analytical reports of international organisations and research by Ukrainian scientists. Results of the study: it was found that the current system of youth policy implementation in Ukraine is characterised by a high level of decentralisation and public sector involvement. At the same time, the following problems were identified: insufficient coordination between sectors and weak funding. Areas for improvement were proposed: creation of an effective system of intersectoral communication, improvement of the management capacity of local structures, and expansion of youth participation in decision-making. Theoretical value of the study: the study develops the theory of public administration in the context of youth policy, complementing it with the concept of multisectoral interaction. The role of international partnerships as a catalyst for the development of youth infrastructure and the formation of institutional stability has been clarified. Practical value of the study: the results can be used by state bodies and local communities in the development of strategic documents and youth development programs, as well as for the training of management personnel in the field of youth policy. Originality/ Value of the study: the novelty of the work lies in the systematization of post-war trends in the development of the youth sphere and the identification ofmechanisms for integrating best European practices into national policy. Limitations of the study / Future research: The study is analytical in nature and does not include empirical quantitative measurements of effectiveness. Further research should focus on developing indicators for assessing cross-sectoral interaction, comparative analysis of regional models, and studying the long-term effects of international programs.
