STRUCTURAL AND LOGICAL MODEL OF DEVELOPMENT AND IMPLEMENTATION OF SOCIAL REFORMS (ON THE EXAMPLE OF ECONOMIC)

Анотація

The article notes that modeling the development and implementation of reforms as a form of social change has always been an important task, since it is focused on more effective solutions to vital problems, in particular economic ones. To this end, the article substantiates the need to model the sequence and content of stages of economic reforms. It is noted that when modeling the phasing of economic reforms, especially when setting their goals, it is necessary to take into account as much as possible the interests of those subjects whose interests most affect the planned changes. It is indicated that the methodology of the conducted research is based on the synthesis of general scientific and special approaches, among which the process approach and the systemology of Yu. Vorony. The author's structural and logical model of the development and implementation of economic reforms is based on the classical model of social reforms of G. Almond and G. Powell. Based on it, the author proposed a model for the development and implementation of economic reforms, which includes 12 stages, logically interconnected: 1) the structuring of society: the separation of the political, economic, social and environmental spheres; 2) identifying problems in each of the spheres of society that require reforms in accordance with the goals of state policy; 3) substantiation of the need for reforms in the economic sphere (economic reforms) on the basis of praxeology; 4) formation of theoretical foundations of economic reforms; 5) determination of the main characteristics and indicators of the effectiveness of economic reforms; 6) the choice of the model of the economic system of the country; 7) study of foreign experience in economic reforms; 8) the decision to carry out a specific economic reform; 9) development of a strategy and roadmap for economic reform; 10) implementation of economic reform; 11) assessing the effectiveness of the implementation of economic reform; 12) management of economic reform in order to increase its effectiveness. The article concludes that the algorithmization of the processes of development and implementation of economic reforms can significantly increase their success - efficiency and efficiency
