THE INSTITUTIONAL ROLE OF HIGHER EDUCATION INSTITUTIONS IN THE DEVELOPMENT OF OMNI-RESILIENT MANAGEMENT MODELS IN CONSTRUCTION DEVELOPMENT

Анотація

The article examines the institutional role of higher education institutions in shaping omni-resilient management models in construction development. The study proceeds from the premise that construction development operates under the pressure of military threats, supply-chain disruptions, price volatility, labour shortages, safety requirements, sustainability imperatives and accelerated digitalisation. In this environment, conventional resilience is insufficient; developers need an omni-resilient management model integrating anticipation, shock absorption, operational continuity, adaptation, recovery and transformative learning. The purpose of the article is to substantiate a conceptual model of university participation in such systems and to specify the functions, instruments and indicators through which higher education can strengthen the resilience of development companies. The paper argues that universities should be treated not merely as suppliers of graduates, but as institutional integrators of competencies, applied research, BIM and digitaltwin practices, ESG culture, stakeholder coordination and lifelong learning. Special attention is given to dual education as a mechanism that reduces the gap between academic preparation and project practice, accelerates the transfer of risk-oriented skills into real projects, and embeds resilient routines into the project life cycle. The author identifies key institutional functions of higher education institutions: risk forecasting, competency architecture, living laboratories, applied R&D, stakeholder communication platforms, safety and ESG incubation, and continuous professional upskilling. A conceptual framework is proposed in which university-industry cooperation, dual education and public-private partnership infrastructure jointly influence the developer’s capacity for anticipation, continuity, adaptation, recovery and post-crisis transformation. The article concludes that higher education institutions should be assessed not only through graduate employment, but also through their contribution to self-renewal, modernization and post-war recovery in the construction sector.
